My dear Clark Kerr,
Under my secret despatch No.80
I sent to you a copy of my secret despatch of
9th November to the Secretary of State for the
Colonies, reporting on David Kung's and his
gang's activities. I now enclose a report by
M.J. Abbott, who prosecuted for the Crown in
the illegal wireless case, the investigations
into which revealed so much of interest to us
both.

As paragraph three of my despatch
shewed, I contemplate further action against the
persons chiefly concerned with the assassination
organization which was sheltering in this Colony,
and the enclosure is the outcome: you will observe
that far-reaching action is advised.

So far as Hong Kong is concerned I am
sure that the right course of action would be to
put all Abbott's recommendations into effect;
moreover, Blackburn, with whom I discussed the
affair generally on October 25th, agreed with me
that such persons should be required to leave the
Colony.
